Minor Consumption is only a ticket in Arizona which leads to a small fine, no one gets arrested. She did something else to be held for 9 hours.

How would the cop know she was underage? I am assuming she got served without ID or that she had a fake ID... so how would some plain clothes cop know shes 20 and drinking?

I saw an Undercover cop and Hotel Security talking to a girl, not sure who she was but she seemed pretty scared. I guess she realized pretty fast she had screwed up. We were only walking up the stairs tho and didn't stop so not sure what happened next.

Sounds like the mission was in on it. Being that they probably allowed the undercover since its a invite only party... Working in conjunction probably eliminates that fine for them.
