                              They can't buy anything and there's a disproportionate ratio of hackers, exploiters, spammers, hotlinkers etc to normal traffic.
                              Even if it was all normal traffic, there's so much of it that they're just eating up your bandwidth and resources for nothing. There's plenty of other countries like that but it's not enough traffic usually to make a difference either way.
