Buy .info domains for all of their names (like this one which I just have pointing to a gfy thread - http://www.dereksmout.info/), build out the site, find out who their friends are via FB or whatever social media sites they use, email their friends to tell them what a bunch of scumbags they are and then do the same with their neighbors. Give them nice little updates along the way. Make them into the scumbags of their community. Shame is a very powerful emotion, more powerful than guilt, but you have to know the right buttons to press. They obviously don't give a fuck about their reputations here, so take it to them where they'll feel it. Remember, these people are liars and thieves. I think it's also important to nip it in the bud because if a program is beginning to have some financial difficulties, it will likely be more difficult for them to pay a higher amount several pay periods down the road than it will be for them to immediately pay the minimum or whatever it is they owe.
Not only that but, from a psychological standpoint, once they get their first taste of ripping people off, it becomes easier to do so again. After a shark attacks a human, the coast guard immediately tries to find and kill the shark because they know that once a shark tastes human blood, it will attack again.
It's perfectly acceptable to pull out the psycho card for anything above the minimum amount. Sure, doing so publicly may draw criticism from all the wannabe GFY ballers, but fuck them. Everyone knows that real gangsta-ass niggas don't flex nuts 'cause real gangsta-ass niggas know they got em!
