How do you know 89% of the emails are active if you haven't used the list yet?

send from different senders.
send from different ips.
send with different message content.
clean your list so no duplicate addresses.
any that hard/soft bounce remove and dont resent.
Do you have data as well? such as first name, last name. This would help to for message personalisation such as in the subject line and message content.

fyi the only way you can make money with bought lists is by selling them to a sucker on gfy. Bought lists are full of spam traps. thats the reason they're sold.
