i think the main reason is simply consumer awareness.
fraud protection and no liability credit cards are being featured as the main sell for checking accounts these days as fraud becomes more prominent
in my online banking sites there is more and more links and verbiage to dispute transactions its getting sillyBADOINK.COM

The fact that you the lowly peasant cannot *VERIFY* a charge back should have you scratching your head...in the mean time just use *BLIND FAITH* that funds were actually refunded...

Too many companies bangin' cards... teaches people to get used to the idea of phoning and charge-back, even if you're not the company doing it.
