because they dont host the content like the lockers do and you could say the same thing about google why dont the they seize google for linking to all the pirate crap they are doing a similar thing to what the torrent sites are doing.

I'm sure piratebay was on people's minds when writing SOPA and PIPA, though the latest version of SOPA may or may not have excluded them by it's terms. What SOPA did say was "sites dedicated to piracy" and "no significant use other than piracy". That separates the illegal sites like piratebay from the sites like Google which are primarily used for legal purposes.

SOPA did apply to sites that are dedicated to piracy even if they only link to the stolen content, as opposed to hosting it on their server.

It's interesting to me that people assume that a judge, never mind a legislature, couldn't tell the difference between a purely theft based site like an illegal tube versus a general purpose utility like Google. Hammers are legal. Lock picks are not. Both can be used to break in, but the lock picks are ONLY used for breaking someone's security, while a hammer is a general purpose tool.

Distinguishing between the two is not new, so there's no fundamental reason that laws against torrent sites and other sites that list stolen content would have to apply to sites that index the entire internet.
