Wipers = spring mechanism.
I have never ever heard of torque settings on wipers - especially on the age of car i'd expect currently sober to be driving :2 cents:
@ OP - if the wipers squeaked from new they will always do it unless you get some silicone spray as has been suggested. Other than that - get yourself some better wiper blades and fit the damn things yourself, it is not rocket science.
