I hope it's not applicable to webmasters because if so I will need to pull links. I've had some bad experiences sharing that information with people who didn't really need to have it in the past. U.S. law does not require that. In fact, it doesn't even require a SS number or Tax ID from individuals unless they earn over $600 in a year. Sponsors who insist on that before making a single payment are in fact making that requirement on their own.

Video Secrets is one. They allow tipping and group chats and you will find the girls doing this type of thing in public chat after a tip, or before a private group show. I'm not sure if there are others that allow the same.
