why Paypal sometimes charge commision sometimes not?

just sent a PP and comission was 0$

when I get PP, they deduct me sometimes $10

or is people who receive the money who pay the commission?

I am a n00b after all these years

going to the tracks later to watch the horses...

They charge money on any money in your PP account. They do not charge a percentage when you are making a payment, and it's drawn from your CC/DC/BA when there is not enough money in PP to cover it. It can also depend on the classification of transaction.

people who receive pay the fee or if you send it as a gift there is no fee (something like that)

There is a fee when you send the money as a gift, the only difference is that you have the option of paying the fee or making the receiver pay it.

If you want to save the fee send the transaction as a Mass Payment. The fee is 1% up to $1 paid by the sender but it only works on money you have sitting in your account.

to the best of my knowledge they charge 10 bucks for sales and 0 percent for US to US transfers...the rest are 1.1% fee. When you or someone has to pay a fee they can choose if you or them pays the transaction fee.

Also, paypal charges for payments over seas. If you live in EU and send money to your friend from EU, you will not pay that fee. If your friend lives in Asia, Australia, America, you pay the fee (or him).

People have a fee deducted for receiving payment, but if it's sent as a gift nothing is deducted and they receive the full amount.. BUT you can not dispute anything sent as a gift as far as I know.
