While I think it's ridiculous, when you look at black and white definitions, it makes sense since water alone does not necessarily prevent dehydration... For example, the most common form of dehydration among humans is water and electrolytes.. So drinking just water isn't going to prevent that...

Its safe to say, the 2 bottles of water we were required to drink per hour was done so we did not have dehydration. LOL

Pure water is in fact toxic since it contains no electrolytes and thus dilutes the electrolytes in your blod causing osmosis into the cells... end result yhe cells swell and finally pop

sadly cases like this are not one off, there are huge departments sitting in judgement over things like the size of fruit and veg, ingredients for a sausage, how Czechs cook goulash. And issuing almost daily mountains of paperwork.
