I had only limited account only once,but that was normal to expect since account was fake anyway :D But they have toobig receiving fee anyway so i use them only if there is no other way to receive money.
Never leave any amount of money in Payapl if you can help it. They answer to no one. They are the judge, jury and executioner and you can't do a damned thing about it. If they feel like taking your money, they will.

I think it did happen, because one guy wanted a refund from me and I gave it to him without asking any questions and that might caused their attention or may be they have some alert when you make a lot of transactions. They want to see my business partners phone numbers and everything, my products and services, business registration and so on....

Get a lawyer. Seriously. Otherwise they will treat you as a misbehaving schoolchild and keep your money for an absolutely unacceptable period of time. Lawyer up and watch them bend over.
They will tell you why they locked your account, just give them a call. Anytime I have ever had an issue with Paypal I called them up and they were very helpful.

Paypal is good, as long as it's for small, non-biz related transactions. Even though they've never fucked me, I would NEVER trust them with more than $500.
PayPal's flexibility and lack of regulation is the reason behind all of the horror stories. They offer financial services like a bank, but they aren't, so they operate without all the rules and regulations of one; which means the amount of fraud they deal with is staggering. The only way they can begin to combat it comes at a huge cost to legitimate customers caught in the crossfire.
The amount of accounts they deal with is just absurd, even if they wanted to they could never limit or restrict accounts on a case-by-case basis.
Next week i have to go to the bank and get some kind of paper, and verify my paypal account, so they can lift my limit, i have some hundreads of dollars there and i need them lmfao.
I was able to accept PayPal for my member sites for about 2 years and I estimate 5% of our payments came though PayPal, it was quite popular. Then PayPal found it we were using this account for accepting payments for a porn site and they closed it and we were able to withdraw the balance immediately.
After that I set up a new account in France, kept a low profile and didn't promote it for porn related payments but had more than 2500 euros coming in in one year after selling a camera, and they locked the account and didn't accept my documents because first name wasn't exactly matching with first name on passport, then they locked it permanently and wanted me to wait 6 months for the money. I then refunded the payment for the camera back to the customer who then transfered payment to me by bank. There's 16 euro left on that account and I'll be curious what happens after that 6 month period. In the meantime I set-up a new PayPal account which I can't connect to my bank account, it only works with my credit card directly, so I can't put any balance on it, and I'm not sad about that at all....
PayPal is just one of those things we need because everybody uses it, but just do not trust them and don't keep any balance with them and don't use it for receiving large amounts, because they are dumb unreliable scum. I think most of the problems they cause really is the result of them being retarded and not having a clue what they are doing.
I have to contact 10 and more people to refund them and get the money other way so its not that easy if its not only one payment.
I am still waiting to see what paypal is going to do with my account before starting to refund people, because refunding a few will make them even more suspicious...

I think they do that shit on purpose as they make millions each month just on the interest of locked or limited accounts. There has been two class action lawsuits against Paypal for this exact thing and each time they've settled for millions of dollars but they still continue to do it because even with the settlements they still make money. This is the kind of shit no regulation gets you.

that happened to me about a week ago... even though i've had the same paypal account since the x.com days. sent in all the docs / info online and it took about 3-4hrs to get cleared up.
I was doing a lot of transactions and was using a linked email account that I rarely use. I'm pretty sure one of the two or both was the reason for the account limit.
