i'd say the whole 90's... because in the later 90's you got biggies 2nd album (97) or dre's chronic 2001 ('99)... but the mid 90's is the best of that best hiphop decade.
If Eminem rapped on his albums/singles the way he did in that Shady 2.0 cypher at the BET Awards, you could argue that he's better lyrically than anyone in the '90-'95 period.
Sadly, he and everyone else knows that, that stuff doesn't have mass appeal so it'll never happen.
