Cellsynt has a nice system. Globalacces and gxbill too but the payout vs user charge is a bit scandolous. On GXBill for instance, in poland it's a 30PLN sms ($10 or so), and the payout on that is $2,50. I know most of that goes to the phone carrier but still. I haven't heard of anyone with recurring sms billing.
