Looks like a pussycash/imlive whitelabel. Pussycash do have messenger pop-ups, and they are actually of live girls too.

Don't use that myself though so can't comment on effectiveness.

Maybe click the ad and see where it goes? :-) It won't bite. Hopefully. If you end up on a WL site you don't recognise look at their 2257 then google the address on record, that typically gets to who it really is pretty fast.
