                                                      Exactly, just sign up and start sending traffic, its as if they need to let the sponsor know that there might be higher than normal chargebacks. I think the main reason they ask though is because so many of them have been kicked out of so many sponsors without getting paid, so they want to make sure beforehand that they will be paid.
