What it is is thousands of tiny fiber optic cables that run top to bottom across the length of the waterfall. They're wired into relays that have the light sequencing programmed in. The water just kind of runs in front of them.

they should have the water drop through a series of small filters so it dosnt make the annoying water sound each time. over time that can be detrimental to your ears if you had to be around it a lot.
