I wouldn't be surprised. There is a lot of talk about these 'smart' meters. my parents hydro bill nearly doubled when they started using them.

I bet what's happened with this guy is his aluminum foil has been blocking the wireless signal these smart meters send out to read your usage. They havent been billing him or he's getting billed incorrectly.
