Such a business would give him access to large amounts of fertilizer, which could be used in the making of explosives.

My prediction is that by the end of yesterday we will see that a guy that took so much time in planning his mass murder did it while Norwegians were on holiday vacation leading to low casualty rates. I think when he realized his (assisted) plan didn't go as he planned he flipped and went on a shooting rampage at a vacation spot.
