Assuming that its real, of course. Depending on your state, the law says that parents have an affirmative duty to act and prevent harm to their children. Is there anything else going on here besides making for a funky gif?

For some reason the only thing I can think about is what would happen if there was some runny poop in that nappy, and it was leaking.

Ahh, I see it now. They've skipped the frames where he's actually pulling himself up (or down), and just left behind the ones where he's laying flat against the stairs...

Same trick can be done to make people move around while levitating.

If the kids not hurt or sad then it's not abuse.

That kid looks like he enjoys doing it. It doesn't appear that he hurt himself. No harm, no foul.

I used to do that all of that time. I wasn't that young, but I remember doing it a few years later.
