The UK has a new online regulator for Video on Demand content called ATVOD
If you are a UK resident and editorial choices are made on the content in the UK then regardless of where your server is hosted you have to pre-register and pay the fee, from £150-£2900 for every single site or mobile site you run. If you have a site with video on it, even behind a paywall then you have to conform.
It actually covers any type of site that has video on it either in or outside a members area. Even if your mum makes a website with holiday videos on then it falls under these rules and it is now a criminal offence if you dont register and pay the fee. It is also an offence to launch a site without telling them first.
Also any hard video trailers are now subject to this and must reside behind a paywall as proof that the viewer is over 18.
These rules do not cover any sites from outside of the UK and some educational/business demo's.
Currently they are just gearing up,(it was all approved last year) but expect to see lots of fines flying around over the next few months.

I hadn't heard about this new registration fee for VOD. I assume this only refers to paysites? Would an embedded .flv on a blog necessitate it?

I dunno, though, I've been there once and they are quite liberal when it comes to sex things, I think it was Soho part of London, quite cool place.
