If GWT is reporting multiple crawl errors such as "DNS issue" and "DNS lookup timed out" is that a problem at my server, my host or my registrar? Or in between?

Depends on where you have your DNS. Most likely your host, but it's also likely that tthere is simply a mismatch between what you told the registrar (the dns reported in your whois) and what's actually in the hosts dns (ns records).For historical display only. This information is not current:
