Only a guess, but because the handle is most likely twice as gross as the toilet seat itself?

PS if you want to show off, you leave it on the floor at the door, or in the nice white sink.

Maybe it's not the people who are the problem, but the restrooms you visit are outdated. Most modern restrooms have auto-flush sensors on both urinals and toilets.
