i used to live there, that doesn't look like the view of the bay from berkeley. could be wrong though. but.

That is the Emeryville FD in the foreground so maybe they were just barely in Berkeley.

That photo was not taken from Berkeley, It looks to be looking from San Rafael. I grew up in SF..
