I'm assuming you're talking about sites in the same program? In that case there's nothing fishy if the program has the sites grouped in CCBill ( can't imagine they haven't) and they're upselling their own sites from the members areas. Affiliates get creditted for that as well

maybe someone with lots of traffic started promoting them and they accidentally used your ref code. I've cought myself finger fucking a ccbill ref code a couple times
