The "official" government that gets attacked - and it will get attacked - is that of the country the terrorists cross over from. At least that's the way the Israelis have always played it in the past and that's also why Egypt and Syria stopped permitting that shit to happen a generation ago.

Lebanon, meanwhile, gets a shitload of Israeli bombs dropped on it every five years or so.
