I use http://www.registerfly.com It was recommended by some of the people here at GFY. I've registered about 15 domains with them in the last week, all using PayPal. You can transfer money from your PayPal account to your registerfly.com account and use it to pay for domains.

I use GoDaddy.com. Not sure if they use PayPal, but domains are only 8.95 per year.

I've also registered a few domains using them, thing is that it seems that in the last few weeks their sites is sooooooooooo slow for me.

Third vote for namecheap. Fast, easy, cheap, takes paypal, and has good do-it-yourself online management tools. Also handled some domain transfers for me from the outfit I was using that went smooth as silk.
