No offense to the guys who posted here but, If your looking for the best, then look for a Flash developer.
Flash designers are a dime a dozen... you could probably make your own if your tech savvy with an eye for design. Case in point... theirs so much a Flash developer can do with Actionscript. |

Small example. Maybe the OP doesn't need all those extra skills... and requires simple flash banners. |

Im pretty sure being that the OP asked for reasonable price range thats they are looking for cool looking clickable banners and thats it.
