I need a VPS that will be used as a backup and dns failover solution for my main server. A full backup would be done monthly (rsync?) except the mysql databases that would be backed up few times a day. All backups should be mirrors so that i can switch the DNS in case of problems and downtime on my main server. One of the critical websites should have a complete automatic DNS failover solution set up.

Do you need the host to configure the back up software as well?

You're looking for Clonebox, which is a bootable daily clone of your server:

A critical point to add to your list of requirements is that their MUST be multiple backups
from different points in time. That's critical because otherwise what happens is that the
bad guy wipes out your database 11:00 PM, then at midnight the system makes a backup
of the now empty database. Around 2:00 AM, when you discover the problem, you now
have an empty backup of an empty database - you're screwed. So you must maintain
several copies going back over time, in order to be able to use the last CORRECT copy.

I'd recommend AmeriNOC (vps), with rsnapshot (rsync, mysql, etc..) handling your backups and heartbeat handling your failover.
