I want to send out mass emails to my visitors regularly to entice them to come back to my sites. Will companies like aweber care that I am promoting latina blogs? Or do I need to track down something to run on my own server?

I have heard people say they use phplist, but I can't make sense of it to be honest.
I need a simple program that will let me create a standard email that picks up the variable fields from a database and mails them

So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
