Promotion?
Hit the webmaster boards, make announcements, send out mailers to your existing affiliates.
Find high traffic sites in your niche and contact the webmasters about putting your content on their sites.
The ways in which you could get your name out there is limitless really..

Run a fair program. Treat your affiliates with respect. Do everything you can to make sure you convert as well as possible for your affiliates. Be visible. That doesn't mean you have to pay for promos but it does mean selling your program and doing things such as including it in your sig.
Good promo material is a must these days. Most affiliates rely on your promo material. I can't tell you how many niche sites I would promote but can't because the promo material is lacking. Make sure you have material for tubes, blogs, TGP, MGP and a variety of types (not just FLV format!).
One thing works against word of mouth from webmasters and that's often that we want to keep the best converting sites a secret for ourselves. But run a fair program, be visible, and provide good promo materials and chances are everyone will eventually find you and a give you a shot.

Look at us (Affiliates) as customers too. If you convert and provide us good tools we'll keep coming back for more. Don't be like the others who don't seem to know business and will constantly try $200 promos and offer grand vacations and all that to constantly get new affiliates in the door. This is our job too. If you make us more money consistently we'll stay with you. If you provide a fair program better than the other guys chances are good that we'll notice it. Good promo and convert is best chance to collect more good affiliates.

Think about any sites that receive webmaster exposure (resources, directories, forums, submit pages and so on) and get your links/buttons placed.
