Why does Paxum go through a bank that requires TWO photo IDs?

I just don't get why they think it's safer to have two photo IDs. If I've forged one document, wouldn't it make sense that doing a second one wouldn't be all that hard? I'm really thinking about just saying fuck it and moving on to another payment processor.

What, aside from Paypal, is the best way to go about business? Do people even use Payoneer? Really need advice, because these guys make getting my money a proper pain in the ass.

The weird thing is I think the bank is in Belize. It's kind of funny having a bank in Belize demanding citizens from countries like the US provide all this information due to fraud. I might understand it if they were Chase bank asking Ukraine citizens for two forms of ID but that isn't the case.

Paypal is the way to go. They seem to be moving to being more adult friendly and the risk of being screwed is far less. I've had a Paypal account since around the turn of the century and I don't remember the last time I had to send an ID or verify anything besides a new bank account or credit card and all I had to do is confirm a certain deposit amount (as opposed to sending copies of the card or me holding it up). There is almost no bullshit at all.

Strange. I think I moved six times since I opened a Paypal account. I don't remember changing the address but maybe once or twice. I don't even think they have my current post office box number on file. I doubt they have a current phone number either (I think I'll check this later). And I've never been hassled or asked to verify anything. I've never sent them a copy of any photo ID. I've never had to go anywhere in person to show such ID to any of Paypal's agents.

And Paypal is publicly traded and subject to auditing (real financial auditing) and U.S. banking regulations too. I'm also a U.S. citizen and they are a U.S. corporation.

I've probably had my Paypal account for about 14 years now!

How can this be? How can they do this but Paxum cannot?

                        Hi Arnox,

To verify a Paxum personal account, each client must submit a picture ID and a proof of address.

For the picture ID, if you can provide us with an International Passport then that is sufficient and 2 Picture IDs are not required.

We will never ask for a 2nd ID if we think previously submitted documents are forged. If we believe submitted documents are forged then we will simply reject that client, and not give them the opportunity to provide another forged document since their intentions are already clear.

We only ask for a 2nd Picture ID if the first picture ID is insufficient for our KYC requirements. As we have explained in the past, we must comply with KYC (Know Your Customer) requirements, and as a result, so must our clients. We accept a wide variety of document types if you're unable to provide us with an International Passport.

I'm sorry you're feeling negative about our service, I hope you choose to continue using Paxum to receive your affiliate payments. Please let me know if there's anything I can do to assist you directly.

                        Thanks,
                        Ruth

That's a little scary don't you think Stephen? That means anyone can show up and vote on your behalf and no-one will know otherwise. That seems like an open invitation for fraud, and it probably helped contribute to the whole Bush presidency drama that came out of Florida a decade ago...

                                      Hi Pat,

I'm sorry but your statement is incorrect.

Choice Bank dictates which IDs must be provided to us by our clients. We must comply with these requirements in order to be able to provide our services.

It is not for me to comment as to whether Payoneer follows the rules dictated by Choice Bank, all we at Paxum can do is make sure that WE are compliant with the rules outlined to us so that we can provide our services.

As stated earlier, we request a picture ID and a proof of address for account verification. If a primary picture ID cannot be provided, then we request two alternative picture IDs to supplement the verification.

                                      It's very straightforward.

                                      Thanks,
                                      Ruth

Yes except I still have the account and I'm not getting any hassle from them at all. Surely if the law was that they had to do all that crap they would be bugging me for proof of address, no po boxes, two photo IDs, proof of credit card, signing in blue ink, new IDs each time the IDs expire, etc. It's not happening. I have no problems at all and don't remember the last time they hassled me. It's ridiculously easy with Paypal.

I dunno then, I needed ID to open all of my accounts, personal, business checking, and merchant accounts. But thinking back I did not need it to open my paypal account.

Paypal is the exception rather than the rule though

My scan of my passport got rejected by Paxum because it didn't also include a scan of the blank page next to the page with my details and photo on.

                                                Thanks,

                                                Hey Ruth,

I am sorry but this is not the first time Paxum tells me something else as Choice does.

When I opened my own account at choice only one picture id was required.

                                                      Hey Patrick,

I can see where that might seem confusing, but the type of account you have with Choice Bank is different from the type of account that Paxum has with Choice Bank. We provide accounts to our clients, and they are not bank accounts, they are ewallet accounts with an optional Mastercard feature.

The KYC requirement I mentioned earlier is not the same as the KYC requirement for opening a bank account. Paxum is not a bank, Paxum is an ewallet.

                                                      Thanks for responding.

All I want to know is why a driver's license isn't enough for me to prove my identity. Every other program or service I have subscribed to in the past has accepted my Nationally recognised driving license as primary ID - it seems strange that Paxum doesn't.

Can you reference anywhere that states that as part of KYC, a driver's license isn't sufficient primary photo ID?

I'm an Australian citizen, and according to this guideline:

                                                        http://www.austrac.gov.au/files/cip_form_ind_mar08.pdf

AN ORIGINAL OR CERTIFIED COPY OF A PRIMARY PHOTOGRAPHIC IDENTIFICATION DOCUMENT

? a licence or permit issued under a law of a State or Territory or equivalent authority of a foreign country for the purpose of driving a vehicle that contains a photograph of the person in whose name the document is issued
                                                        Is all that is required.

I'd really like some clarification on the guidelines you're following and where they state that an driver's ID is NOT a primary form of photographic evidence.

Can you reference anywhere that states that as part of KYC, a driver's license isn't sufficient primary photo ID?

I'm an Australian citizen, and according to this guideline:

                                                            http://www.austrac.gov.au/files/cip_form_ind_mar08.pdf

                                                            Is all that is required.

I'd really like some clarification on the guidelines you're following and where they state that an driver's ID is NOT a primary form of photographic evidence.
I can't speak for them, but a drivers license is not a universal form of identification at all, but a passport is. I'm currently looking into getting a non-American (I am American) bank account, and the places I have spoke with all want my passport, my state ID means nothing to them.

I've had a Paypal account since around the turn of the century and I don't remember the last time I had to send an ID or verify anything besides a new bank account or credit card and all I had to do is confirm a certain deposit amount (as opposed to sending copies of the card or me holding it up). There is almost no bullshit at all.

I certainly haven't.... they have gazillion users, are for sure on a radar screen of every regulator in every country just itching to fine them millions of $$ for non compliance, and yet I haven't heard of anyone having to submit photo ids to paypal, what gives?

I'd rather every jackass have to submit 10 photo ID's instead of losing my money like what happened with ePassporte
