views don't just increment each time someone opens the video, they go through a thorough process to verify that each view is 'legitimate'.

they often get stuck because YT has many, many servers and it takes time to update the view count across all of them.

Also for videos that have hits climbing abnormally fast they occasionally freeze the view count that is displayed for a little while to discourage artificial inflation. If everything checks out according to their algo, it should display correctly again in a few days.

Your IP is allowed (and counted) to view a video twice a day. One thing to remember is the 300 deep freeze. When your video hits the 300 mark then youtube reviews your views for things like IP, time spent, or any other pattern that is happening. Once you are considered as legit they unleash you and let it run. Their update in March is rumored to be that they will only take a view that watches for 51% of the total video time or more. This isn't posted by youtube or google fact it's just what is being said by other people I have come to know and (somewhat) trust in this business.
