Well, I'm no Bush lover, and I don't think I need a whole lot of help in the maturity department. Al's quote is what it is, and while Al did "get it" before most of the rest of Congress did, his claim was a gross exaggeration by pretty much everyone's interpretation, Democrat and Republican.

Vint Cerf (who along with Tim Berners-Lee could probably more than anyone claim credit for early work in establishing protocols that became what we know as the Net and the Web today) and several other early pioneers said that Al did contribute significantly by helping with early funding and visibility, but he hardly "took the initiative in creating the Internet" because, as you said, ARPAnet was around in the early 70s, Usenet and email was around since the late 70s. My own first use of the ARPANet was in 1977, so I do know a lil about the early days.

And... Al made fun of himself later in talking about that statement, so even he acknowledged that it was a bit of an exaggeration.
