Is it plant or moss like or is it more of a cakey buildup? NM do you live near a beach or ocean water if so could be salt.

Odds are it is a moss or mold. In that case you will need to not only use a wire brush but also a liquid mixture that contains an antifungal in it. Would suggest bleach but it may discolor your brick even in a diluted form. May wish to try some lysol.

My kind likes brick, good place to get spores into and grab on.

I dont know but whatever it is you could probably just spray something on it or something easier than using a wire brush. Go to home depot and ask someone there.

I know this was pretty common on the brick homes in the 'hood I grew up in decades ago. It was part of regular home maintenance...people would scrub it off with wire brushes and acid.

New construction it could be the lime leeching out of the mortar. Not sure why you have lots of water seeping through the bricks to cause it to continue for a long time.

Muriatic acid is either going to kill the mold, or neutralize the mineral deposits... either way it's the simple solution (pardon the pun).
