The recent hijackings of domains mostly lead to one company , a toolbar company based offshore that buys hits from hackers who steal domains and point the hits to their affiliate program. One could use the same argument that they are only traffic brokers, but i think everyone would agree they are scum.
Now lets take a nicer example..
Google adwords is ripe with fraud right now, they are just a traffic broker, same as serge and same as the above example , but the mere fact they publicly admit it and are working to stop it somehow makes it better ..
In reality the litmus test is rather simple..
If your a traffic broker , is it reasonable to assume you should know who is sending you traffic ?
Most affiliate programs run a range of..
Those who knowingly accept fraud
Those who pretend to combat fraud , but dont really care
Those who "dont ask dont tell "
Those who actively track and pursue fraud
