For some surfers nudity is what they want to see, but instead of finding it immediately they want a tease. They like to be left wanting more, as soon as they have seen a particular girl nude the tease is over, but until they have seen her naked they are left wanting more.

Another point I forgot to mention is that the girl who plays hard to get is seen as worth more, higher value, not a slut. There is more desire for the girl who is hard to get (i.e. hard to see naked)
