i guess that would depend on what you've heard.
Some things that i have heard (these can be urban legends when .XXX gets rejected, or validation when it does get approve):
-an "industry leader" would get paid $50K/month for the 3 months for consulting work to determine who is industry or not, since .XXX domains would first be acquired by those already in the biz.
-other "industry leaders" and organizations would be put in similar positions of being able to determine who could get a .XXX... almost like the .XXX Santa Claus. which surely opens up to some favoritism and first picks.. gee, that's why people wanted to get on the good side of .XXX... hedging their bet with silence that if it does go through, they get preferential treatment
-a "free speech" organization (no longer active) would get some .XXX money, but instead the founder is on retainer with ICM.
but again, i understand the strategic reasons and the financials gains to be had by .XXX supporters. It's the failure of webmasters who have more to lose in having .XXX approved that stand on the sidelines and do nothing, is the shameful part.
