My site is down very often because of performance problems. I'm not sure if it'S because of the host or because I run my site with expression engine which might use a lot of resources.

First question is, is there some kind of script for the server which places a static version of my site(s) for the user in case my MYSQL is down or has problems?

Second question, which is the hoster with the best service, I don't care if it's a bit more expensive, I want service 24h a day without waiting for hours at the live chat or not beeing able to contact the support via ICQ.

Also, if possible the hoster should fix my site whenever there are problems with mysql or whatever without that I have to contact them first! Does such a thing exist?
