w/ regards to freehosing, if you are offering subomains (
[email protected]) there are quite a few solutions available. Most are inexpensive and require cPanel. Check out hotscripts.com.
If you are just placing accounts in subfolders (myfreehost.com/youraccount/) I would check out Easy Host:
