A 1Mbps capped line will never output more than ~100kbps you have 320gb/month of bandwidth however you'd have to push the 1mbps constantly to use it all.
Essentially you're creating a bottleneck. Most hosting providers offer uncapped servers and you pay for the bandwidth.
