CTR before google bans the ad?

If you have an ADWORD, how LOW of a click thru ratio do you have to have before google bans the ad??

and is that traffic estimator shit accurate? I mean for some popular #1 adword spot google will estimate like 100 clicks/day. wtf?

if it hits 0.5% it will get pulled. The traffic estimator is not accurate at all
