I don't think a dictator is needed, but no doubt spreading 'western' democracy there isn't going to catch on for another few hundred years. If you spread democracy to that region all you are going to end up with is Governments and countries like Iran (which has some sort of democracy). A country in which extreme religious figures control the true power of the country, and the leaders are hardcore Islamists. People think that if you give them a vote suddenly you'll end up with all these great moderate leaders like most Western nations have, free speech, a move away from religion and so on, it's just not going to happen anytime soon. So sure give them the vote, it's better than a dictator for a number of reasons, but don't expect any real changes. That said, no way I'm going to ask my countrymen to go die so some country in the Middle East can have the vote.
