There have only been a handful of times during my life where my male partners did NOT orgasm from receiving my oral ministrations -- in all cases they were men who ordinarily didn't orgasm from oral sex, but could orgasm from their own hand and through intercourse.
I tend to think this has to do with the infinite variability of people and their sexual hot-buttons. Just like some women who only orgasm from penetration versus those who only climax from direct clitoral stimulation -- it's all about the individual.
