It's much more important that you have a good Database, one that you constantly maintain yourself. If you start out with the ones at
p://updates.advancedsubmitter.com/ you could add your own Partner Accounts, and add your own Paid Accounts.
I've listed ~800 Sites that accept Partners, and ~200 that sell gallery spots in these Databases, so they're also a good resource to request free partner Accounts, or to buy some.
