well, your hourly rate will be anywhere from 25hr-200hr for anyone worthwhile. Some of the banners on GFY take 8-16 hours.
We do a lot of the takeover ads for many GFY sponsors and they usually take 16-32 hours
A full website in flash I would anticipate 80 hours minimum for a kick ass job

....and make sure you know the difference between just plain tween animations and action scripting. It can make a big difference on the smoothness. Action scripting takes longer than traditional tween animation usually
