What puzzles me here is why you don't simply disallow the people who fall under the fraud criteria to load their account with a cc? Simply put, solely let them receive funds, that be via p2p or b2p. And do with them whatever they like.
Not letting them distribute "clean" funds is a bit radical in my opinion. Not allowing them to load their accounts by any mean that is reversable seems like the way to go.

I'm sure you see chargebacks from all over the world, not only from a particular location. So in theory, any cc->epass transaction is risky.
