These tests are really not accurate, they measure the speed of your connection between you and them. Bad routing can fuck you up - and you're probably never gonig to pull the full potential of your line (especially true on (a)dsl).

I'm on 24mBit down, but I'll never pull it. The theoretical maximum, taknig into account my distance from the exchange is 20, but chances of that happening are non-existant as well.

Finally - if you were happy w/ your internet 10 mins ago.. don't be grumpy with it now
