Contacting google & getting you banned? Is this what you mean?
Not banned as such but delisted for certain search words. One of my sites has suddenly dissapeared for certain keywords but remain for other (lesser) search terms and i'm trying to work out why.

Very improbable. Everyone says they can and its easy but it's just not that easy.
Do you really think it would be as easy as reporting a competitor to get their spot, or to move up a spot? Imagine how fucked the results would look if you could.
The only way you can be sure they will delist an opponent by reporting them is if they are actually doing something wrong enough to warrant delisting. Which isn't always as easy as it sounds either.

google doesnt exactly have a 1800# for that. if it did people would be crying about others all day long simply because they want a better position.
Thus the role of SEO today is not to remain "spam free" (whatever that is) but to create enough signals of quality that you earn the benefit of the doubt. This protects you from the whims of search engineers, algorithmic updates, and attempts at competitive sabotage.
I'm pretty sure the answer is absolutely yes. But nobody seems to be offering the info on how to combat this -- not for love or money -- other than just having a good site, which is clearly not sufficient.

You can fight back if you have the money, knowledge and resources. Otherwise just start targeting a different word because odds are you will never get it back.
Let's get you a few hundred backlinks for that keyword and a hundred or so for a few similar ones.
That should help.

Any of my competitors reading this should definitely buy me some links from Ray.
Thanks!

And guys, you doing sketchy shit and having your domain reported and removed from the serps isn't the same as just "reporting someone and having their shit removed"

It can be done.... There are many different scenarios...
If you were hosted on a free host or a non-dedicated box I could get 30 sites on the same box and presumably the same IP address. I could list my whois data to match yours exactly. Then I can link into you and to Google it'd look like a link farm...
Alternatively I could spam your site and the term all over forums, blog comments and referrer logs... Google would have no choice but to think you did it. Don't worry, this sandbox usually wears off in 6 months to a few years ;)
So can it be done? Yes... So do a site explorer check and see if your site was spammed to other sites for shit backlinks.... Do a reverse IP check and see if someone is doing the first attack I mentioned...
