Why not? Maybe they've been charging back on others using ccbill? Or maybe they are trying to use stolen cards? It's saving you CB fees so you should be happy. Hell! We're seeing a bit more than normal on join form fill outs vs. successful joins. I'm gonna flip flop the top biller in a bit and see if it makes a difference. It's a good idea to flip flop them at certain times to keep the ratios higher.
