I think a consipiracy is much much more than just this simple act. Usually the terms is a reference to the government covering something up.

I like this much better:

CONSPIRACY
Common non-legal usage, is the act of working in secret to obtain some improper goal, generally with negative connotations.

Did our Government cover anything up? I find it highly unlikely when the head of a terrorist organization is saying they did it.
Thats where your wrong, the government has nothing to do with the definiton or the usage of the word unless specifically implied .. i.e. ( government conspiracy )

You were under a false impression of the meaning of the word, dont feel bad i was under the same false impression until i read the first 9/11 report
